Akane Tsunemori enters Psycho-Pass as an idealist stepping into a compromised institution and ends it having retained her ethics not by avoiding what the institution is, but by understanding it completely.

Background

Tsunemori scored at the top of the aptitude metrics the Sibyl System uses to route citizens toward careers, and chose law enforcement when safer options were available. She is assigned to Division 1 of the Criminal Investigation Division and immediately placed in a working partnership with Shinya Kogami, an enforcer whose demotion from inspector reflects what pursuing a specific killer cost him. Her early cases force her to confront the Sibyl System's foundational question: a society that predicts and adjudicates latent criminality must eventually account for someone who can commit atrocities while remaining psychologically stable, because such a person reveals the central instrument's limit. Makishima Shoogo is that person, and Akane's pursuit of him is the series' primary arc.
