Akitaru Oubi is the Captain of Special Fire Force Company 8 — an ordinary human with no pyrokinetic ability leading the only Company specifically built to be uncorrupted, in a world where the supernatural and the institutional are deeply entangled.
Background
The Special Fire Force exists to combat Infernals — humans who spontaneously combust and become fire-based creatures — and its Companies are staffed primarily by pyrokinetics: people with supernatural control over fire. Oubi is not one of them. He has no ability to generate or manipulate fire, which in this world is unusual for a Captain and would normally be disqualifying by the informal standards of an organization that measures status by supernatural capacity. He compensates through physical capability that the series consistently presents as extraordinary by any non-supernatural standard — bazooka-level striking force, durability that absorbs punishment that would stop most opponents, and reflexes built up through years of training. But the reason he leads Company 8 is not his physical capability; it is his project. He assembled a Company specifically from people he could trust to be honest — not the most powerful pyrokinetics but the ones who would not be compromised by the institutional corruption that runs through the other Companies and through the Holy Sol Temple that oversees the Fire Force's spiritual function. Company 8 investigates the other Companies and the causes of spontaneous human combustion with a mandate that most of the institutional structure would prefer not to exist.

Personality
Warm in a way that is not soft — he cares about the people in his Company genuinely and demonstrates it through the consistent effort he puts into making Company 8 the environment he promised them it would be. His cheerfulness is real and is not a performance over something grimmer. He is also completely clear about what he is doing and why, which in an institutional context full of people who obscure their motivations reads as its own kind of courage.

- Shinra Kusakabe — the Company 8 member whose situation most directly drives the series' main plot and whose development Oubi monitors with the specific attention of someone who recruited him understanding what he was investing in

Role in the Story
Oubi is Fire Force's argument that institutional integrity is a project, not a condition — that it requires someone to build it deliberately and maintain it actively against the forces that would rather not have it exist. His position as the only Captain without pyrokinetic ability is not the series making him an underdog but making him a specific kind of person: the one who showed up to a supernatural world with nothing but what he built and made it work.
