Background

He works as an operative for the United States government, handling assignments that fall outside what conventional military or law enforcement infrastructure can address — the drug cartel assignment that brought him into contact with Yujiro Hanma being one example of the kinds of targets his government sends him against. He lives in Arizona State Prison not as an inmate in any conventional sense but as its most powerful resident, kept there by mutual agreement: the prison benefits from having someone who can handle problems no correctional officer could address, and Oliva benefits from an environment that provides structure around a life organized around physical development and combat.
