Speed-o'-Sound Sonic is One Punch Man's most committed recurring antagonist — a professional ninja who decided that his most important goal in life was defeating Saitama, a man who can't remember him between encounters, and has been pursuing this goal with absolute seriousness ever since.
Background
Sonic was trained as an assassin from childhood in the Ninja Village, a program that produced killers by having candidates fight until only one remained — the specific one. He emerged from this process with extraordinary combat capability, a personal code that doesn't allow losing, and a social flexibility that lets him hire himself out as needed. His first encounter with Saitama occurred when he was contracted to create chaos and the accidental meeting ended with him acknowledging he had met someone faster than himself, a recognition that immediately reframed his entire sense of identity. He has been trying to correct this since. The comedy of his arc is that he is genuinely impressive by any standard — and the tragedy, or at least the situational irony, is that there is exactly one person he has decided to measure himself against.

Proud, obsessive, easily provoked when he perceives disrespect, and operating with the earnestness of someone who has decided that this specific rivalry is the most important thing happening in the world. He is not stupid — he is consistently effective against every opponent who isn't Saitama — but his fixation makes him impossible to redirect. He is also, in a recurring gag the series commits to, genuinely confused about why Saitama never seems to remember him.

Sonic is One Punch Man's most honest self-parody of the rival archetype — the character whose whole personality is designed around a rivalry with the protagonist, played straight enough that it's funny but with just enough genuine pathos to make you root for him in the abstract. He will probably never win. He is probably never going to stop trying. This is, genuinely, his arc.
