Satoru

Satoru — known throughout Z-City as License-less Rider — holds the top rank in the Hero Association's C-Class, a distinction he earned not through superhuman ability but through an unwillingness to stop fighting even when fighting is demonstrably unwise.

Background

He operates out of Z-City, the area of the Hero Association's lowest-priority disaster designation, which means he regularly faces threats that C-Class resources are not designed to handle. He has no special power. He uses gauntlets and rides a motorcycle, which is the full extent of his technical advantage over any given monster. His C-Class rank 1 standing comes from consistent activity — he shows up, he fights, and he keeps getting up until someone or something more capable arrives. When Saitama first becomes active in Z-City, Satoru is one of the first heroes to take notice, and his reaction to Saitama's capability is characteristic: less intimidated than curious, and less competitive than appreciative that someone stronger is now dealing with the things he can't.
