The rules here: peak canon versions of each fighter (so prime All Might counts, and so does the final war's monstrous Shigaraki), Quirks judged as used — not theoretical maximums — and each entry names the feat that earns the spot. Ten characters, one bittersweet golden age of heroes.

1. Final-form Shigaraki — the successor who outgrew his master

By the final war, Shigaraki is no longer a man with a Decay Quirk — he's a body rebuilt by four months of Doctor Garaki's surgery, carrying All For One's stolen arsenal, super-regeneration, and a Decay that spreads city-block waves of disintegration on contact with the ground. He tanks Star and Stripe's laws, shrugs off coordinated assaults from the top hero roster, and forces the entire final act of the series to be a relay of sacrifices just to reach him. The series' whole ending is the question "what can even touch this?" — which is exactly what a #1 should be.

2. Deku with full One For All — the purpose-built answer

Izuku at 100% is the only fighter designed for the top spot: One For All's stockpiled strength plus the six predecessors' Quirks — Blackwhip's omnidirectional mobility, Float, Danger Sense, Smokescreen, Fa Jin's stored kinetic bursts and Gearshift's speed manipulation — woven into a single kit. Gigantomachia is a walking natural disaster: AFO's bodyguard with layered durability, sensory and stamina Quirks, who carried the entire League across Japan while an army of heroes failed to slow him. Endeavor earns his spot the human way — the No. 2 who spent decades chasing an impossible benchmark, then held society together as No. 1 after Kamino, soloing a High-End Nomu with Plus Ultra: Prominence Burn in the series' best statement fight.

8–10. Bakugo, Todoroki, Hawks — the next generation's ceiling

Bakugo ends the series as Deku's true equal in growth: his awakened Explosion — cluster ignitions that fire faster than perception — and his final-war heroics against the strongest enemies close the arc that began with a middle-school apology owed. Todoroki masters what his father never could: Phosphor unifies his fire and ice into a single cooling-flame technique, and his defeat of Dabi is the family's whole tragedy resolved as a fight.
