Shinya Kougami

Shinya Kougami is a former Inspector whose Psycho-Pass darkened after a colleague's murder, demoting him to the rank of Enforcer — a latent criminal used by the system as a hunting dog, now obsessed with catching the man responsible.
Background
Kougami was a rising inspector in the Criminal Investigation Division until the death of his partner Sasayama during a case involving the philosopher-criminal Shougo Makishima. The trauma clouded his Crime Coefficient permanently, reclassifying him as a latent criminal and stripping him of his rank. He was assigned as an Enforcer — essentially a weapon the system points at problems — and placed under the supervision of newly appointed Inspector Akane Tsunemori. His entire motivation for remaining inside the system is access to Makishima.

Personality
Intense, morally self-certain, and willing to step outside the system to accomplish what the system cannot. Kougami is not a nihilist — he has genuine convictions about justice — but those convictions exist independently of legality. He treats Akane's rule-following as a temperamental difference rather than a moral disagreement, which is one of the things about him that she eventually comes to understand rather than simply oppose.
Relationships
- Akane Tsunemori — his supervisor, foil, and eventual mutual influence; she is shaped by his approach to justice while he is shaped by her commitment to process
- Shougo Makishima — the antagonist whose ability to exist outside the Sibyl System's judgement both drives the plot and defines Kougami's obsession
- Nobuchika Ginoza — a former friend whose relationship with Kougami is complicated by Ginoza's strict adherence to the institutional rules Kougami no longer respects
Role in the Story
Kougami is Psycho-Pass's argument that the system produces its own opposition — a man made criminal by grief, now serving the same institution that reclassified him, whose eventual flight from the system raises uncomfortable questions about whether the Sibyl System's judgements are ever simply correct.
