Background

The Undertaker is introduced as an eccentric informant who trades information for laughs — specifically genuine laughter, which he claims to find more valuable than coin. His knowledge of London's criminal and supernatural underworld is extensive and reliable, and he is clearly not what he presents himself as. The eventual revelation that he is a Shinigami who has gone rogue — a "Deserter" who left the Dispatch Society and gave up his death scythe — reframes everything about him. His deeper history connects to characters the series has been building toward, and his actual motivations prove to be more coherent and more tragic than his chaos suggested. The Bizarre Dolls arc in particular reveals the scope of what he has been doing quietly in the background of the story.
