Ranking Dragon Ball characters is a moving target: the franchise's whole engine is that today's ceiling is next arc's floor. So this list sets clear rules up front: we rank by the most recent canon material (Dragon Ball Super's manga and films included), combatants only (so no Zeno, who erases universes but has never thrown a punch), and each entry explains the feat that earns the spot. As of October 2026 nothing newer has moved the top of the list. The manga has been on hiatus since February 2025; Dragon Ball Super: Beerus, which premiered on 11 October, retells the anime's opening arcs; Daima is set before Super; and The Galactic Patrol, announced in January 2026 with no date yet, will animate the earlier Moro arc. Ten names, from the father of the Angels down to Super Hero's Orange Piccolo.

1-2. Grand Priest and Whis: the ceiling nobody touches

The Grand Priest, father of all Angels, is stated in-universe to rank among the mightiest beings across every universe, and the story treats his mere presence as a courtroom. His son Whis is Beerus's teacher: the god of destruction who terrorises the entire cast spars with Whis and loses casually. The Angels' baseline state is the Ultra Instinct that Goku spent two arcs bleeding to touch for minutes at a time. Neither has fought seriously on-screen; the terrifying part is that they've never needed to.

Rules hold them back as much as anything. Angels are meant to stay neutral, which is why Whis coaches rather than fights, and the Grand Priest spent the Tournament of Power refereeing it on Zeno's behalf. Whis still owns the clearest single feat in the tier: when Frieza blew up the Earth in Resurrection 'F', he rewound time by three minutes so Goku could stop it happening.

3. Beerus: the benchmark god

Every power-scaling conversation in Super runs through Beerus. He beat Super Saiyan God Goku while visibly holding back, no fighter in Universe 7 has ever genuinely threatened him, and the manga has him dodging attacks from several other Gods of Destruction at once. Goku and Vegeta's entire arc in Super is a climb toward a summit Beerus is napping on.

He does have one weakness, and it is about position rather than power. A God of Destruction's life is linked to his universe's Supreme Kai, so if Shin dies, Beerus dies with him. Nobody has turned that against him, which is why it adds to his legend without moving him down the list.

4. Black Frieza: the twist nobody saw coming

The Granolah arc's ending is the franchise's best status-quo bomb in years: after the Saiyans unlock their newest peaks, Frieza strolls in with Black Frieza, the product of ten years of training in a Room of Spirit and Time, and drops Mastered Ultra Instinct Goku and Ultra Ego Vegeta with one strike each. The galaxy's most theatrical villain, already a fixture on our list of the greatest anime villains, out-grinded the heroes off-screen. Nothing in canon has answered him since, and with the manga on hiatus, Frieza is still the strongest mortal in the story as of October 2026.

The jump also fits his history. In Resurrection 'F', Frieza reached his golden form after four months of training, having never trained in his life before. Give that talent ten years instead of four months and a form that drops both Saiyans is the logical result, not a cheat.

5-6. Goku and Vegeta: the twin engines

Mastered Ultra Instinct Goku fights on divine technique: a body that dodges and counters without conscious thought, refined further in the manga into forms he can sustain and combine with his own style. Ultra Ego Vegeta is the perfect character-driven counterpart: a destruction-god technique that grows stronger the more damage he takes, because of course Vegeta's ultimate form runs on pride and pain tolerance. They trade the #5 spot arc by arc; we give Goku the edge on consistency, Vegeta the style points.

They took opposite roads to get here. Goku's Ultra Instinct first surfaced in the Tournament of Power, and the manga's Moro arc has him study it properly under Merus, an Angel in training serving in the Galactic Patrol. Vegeta chose not to chase the same technique and trained under Beerus to fight like a God of Destruction, which is where Ultra Ego comes from.

7-8. Jiren and Broly: the walls

Jiren was the Tournament of Power's final boss for a reason: stronger than his own universe's God of Destruction, he required Goku's first full Ultra Instinct plus a team effort to topple. Broly is rawer: a berserker whose power climbed mid-fight until Goku and Vegeta literally could not win without fusing into Gogeta. Either would be #1 in any earlier era of the franchise; here they're gatekeepers to the top five.

How they fell shows how much it took. Goku and Frieza had to drag Jiren off the stage together, eliminating themselves with him and leaving Android 17 as the last fighter standing; the Goku and Jiren clash before that makes our list of the best anime fights of all time. Broly's fight in the 2018 film ended only when Gogeta overpowered him and a wish from Cheelai pulled him to safety.

9-10. Beast Gohan and Orange Piccolo: the Super Hero surge

The Super Hero film gave the franchise's two great side-lined warriors, Gohan and Piccolo, their overdue upgrades. Beast Gohan, the "ultimate" potential unlocked as a transformation, ended Cell Max, a Cell revival built to be unbeatable, with a single Special Beam Cannon in his mentor's honour. Orange Piccolo puts the franchise's best mentor back on the front line, trading pure scaling for the list's most satisfying story beat. Both sit here pending their next canon showing.

The two upgrades came by different routes. Gohan's was buried potential finally forced out in battle, while Piccolo's began as a wish to Shenron for his hidden potential, which says a lot about how the story still sees him: a mentor first and a powerhouse second.

Fusions are the asterisk of every Dragon Ball list: Gogeta and Vegito would slot into the top five when active, but their time limits make them techniques more than characters.
